Presumably, every web page on your site has a purpose.  You should have a good understanding of where you want the traffic to go as it arrives and progresses through your site.  Calls to action are the visual cues that help your prospect move through your online sales funnel efficiently.  Sometimes they are buttons, pictures, links, etc. that induce a visitor to take another step.  Many times we use them move prospects to a landing page for an offer or we direct them to the next logical page towards conversion.

First, starting with your home page, identify where you would like the client to go.  Does your site design point them in a small number of directions or is it so scrambled with multiple links and offers that the visitor could go in any number of directions? Continue on throughout the site.  You should be funneling visitors strategically based on your internet marketing plan. Do not simply give them a bunch of choices and hope they find their way. Calls to action are your opportunity to be a tour guide.
